Born on September 26, 1932, in the village of Gah in Punjab Province (now in Pakistan), Dr. Singh came from a modest family. Following the partition of India, his family migrated to India, where his dedication to education became evident. A brilliant student, he earned his undergraduate degree in economics from Punjab University, Chandigarh, followed by postgraduate studies at the University of Cambridge. He later achieved a doctorate in economics from the University of Oxford, cementing his reputation as an exceptional scholar.

Dr. Singh’s career primarily revolved around economic policy and development. In 1991, India faced a severe economic crisis. As the Finance Minister in Prime Minister P. V. Tenure as Prime Minister
